Capacity Development Consultant – Home Based (36 months)

About the role

UNICEF is seeking a senior Capacity Development Consultant to support the design and institutionalisation of youth advisory board (YAB) tools across national, regional and local levels in Italy. The position is home‑based for a total of 36 months, with an initial six‑month assignment.

Key responsibilities

• Document and design procedures, standard operating procedures, governance frameworks and coordination mechanisms for YAB implementation.
• Develop a comprehensive “Toolkit” that includes terms of reference, policy implementation guidelines and operational manuals.
• Organise and facilitate webinars with government ministries, civil‑society organisations, the private sector and other stakeholders to promote the toolkit and share best practices.
• Support the institutionalisation and sustainability of the tools within public institutions, ensuring ownership and adoption by counterpart agencies.

Required profile

• Master’s degree in public administration, international development, public policy, governance, organisational development or a related field.
• Minimum 10 years of progressively responsible experience in capacity development, institutional strengthening or public‑sector reform at national or sub‑national level.
• Proven experience designing SOPs, governance frameworks, terms of reference and operational manuals.
• Demonstrated ability to work with government ministries, agencies, local authorities and multi‑stakeholder governance structures.
• Fluent in English and Italian.
