Regional Tax Policy Advisor – SEETAC (Rome)

About the role

The International Monetary Fund (IMF) is seeking a Regional Tax Policy Advisor to join its Southeast Europe Regional Technical Assistance Center (SEETAC) in Rome. The advisor will support the IMF’s capacity‑development programme, helping member countries improve tax policy design, monitoring and evaluation.

Key responsibilities

• Build and maintain relationships with ministries of finance in SEETAC member states to identify and address capacity‑development needs.
• Design, manage and implement country‑specific and regional work programmes aligned with SEETAC priorities and broader IMF tax policy initiatives.
• Lead technical assistance on core tax policy topics, including direct and indirect taxes, tax expenditure analysis and quantitative analysis.
• Deliver regional training events such as workshops and seminars in collaboration with partners.
• Coordinate short‑term expert assignments, ensuring quality and consistency of outputs.
• Collaborate with IMF departments, donors and development partners to avoid duplication and promote effective reform support.
• Monitor and report on the impact of capacity‑development activities, contributing to results‑based management and SEETAC reporting.

Required profile

• Advanced degree in economics, public finance, tax policy or a related field.
• Significant experience in tax policy design, analysis or implementation, preferably in a regional or international setting.
• Proven ability to work with senior government officials and multilateral partners.
• Strong analytical and communication skills, with experience delivering training and technical assistance.
